من نوشین خستگانان در سال 1375 در رشته پزشکی از دانشگاه علوم پزشکی گیلان فارغ التحصیل شدم. از سال 1379 دوره های درمان اعتیاد را در رانشگاه علوم بهزیستی و توانبخشی تهران ومرکزملی مطالعات اعتیاد ایران گذراندم و اقدام به تاسیس کلینیک متادون نمودم. از ان تاریخ بمدت ۱۵ سال بعنوان پزشک درمانگر اعتیاد در مراکز بستری- سرپایی- اجتماع درمان- مدارو مراکزدرمان اعتیاد گذری مشغول فعالیت بودم.
